What Is the CDPAP Program?
The CDPAP program is the Consumer Directed Personal Assistance Program. This Department of Health program is sponsored by New York State Medicaid and allows individuals who need in-home care to choose a friend or relative to provide their care. The program pays the chosen caregiver so that they can stay at home and care for their loved one. This program allows patients who qualify to be cared for by someone that they already know and trust.
Am I Eligible for CDPAP?
To be eligible for CDPAP you must:
- Be a New York state resident
- Be over the age of 18
- Be a Medicare recipient
- Require assistance with activities of daily living or skilled care
- Be able to make decisions on your own or have an advocate who makes decisions on your behalf
Are There Any Costs Associated With CDPAP?
If you are eligible for the CDPAP program, there are no costs to the patient or caregiver. Medicaid pays the caregiver for the time that they work. The CDPAP program is sponsored by New York State’s Medicare division and it does not cost anything to participate.
What Are the Benefits of CDPAP?
- CDPAP puts the patient in control of their own care.
- The patient can hire a friend or family member that they already know and trust to act as their caregiver.
- The caregiver chosen does not have to choose between going to work and caring for their loved one.
- The caregiver assigned by the patient is not as limited as a professional caregiver and can perform some tasks of a PCA, HHA, and RN.
Who Can I Hire As My Caregiver?
You can hire a family member, friend, associate, or anybody else you trust as your caregiver. You cannot hire anyone who holds your power of attorney or your spouse. Your caregiver must be over the age of eighteen, legally allowed to work in the United States, and capable of providing care for another, but other than those restrictions you can choose whoever you would like to be your caregiver.
What Documentation Do I Need to Provide to Become a CDPAP Caregiver?
To be a CDPAP caregiver you must:
- Have a record of a current, full medical exam
- Be authorized to work in the United States
- Present two forms of identification
- Present two references
