CDPAP Terms You Should Know

This is a Medicaid funded program that allows an individual to employ a friend, family member, or other acquaintance as their caregiver. Instead of having to interview and search for a caregiver, the patient can hire someone that they already know and trust. 

This also allows family members to stay home and care for their loved one and still make a wage, rather than having to choose between caring for them or going to work. CDPAP Terms

ADLs — Activities of daily living. These activities include non-medical care such as basic housekeeping, cooking, companionship, and assistance with personal hygiene.

CDPAP — Consumer Directed Personal Assistance Program. This is a Medicaid program that allows a patient who requires in-home care in the state of New York to hire a family member, friend, or other acquaintance to be their caregiver. The caregiver is paid wages by Medicaid. 

Consumer — The patient or Medicaid recipient. This is the individual that will be receiving care from the caregiver of their choice through the CDPAP program.  

Consumer Direction — CDPAP is a consumer-directed program, which means that the consumer or patient is responsible for hiring, firing, instructing, and supervising their caregiver.

Designated Representative — When a consumer is unable to make decisions regarding their care, a designated representative is given the authority to hire, instruct, supervise, and manage personal assistants on the consumer’s behalf. 

Fiscal Intermediary — Ultra Care Family Wellness is a fiscal intermediary. We have a contract with Medicaid Managed Care Plans to provide wage and benefit processing for personal assistants through the CDPAP program. 

Medicaid — A state and federal program that provides health coverage for low-income families or individuals. 

Medicare — A federal program that provides health coverage for individuals over the age of 65. Medicare may also be provided to those that are under the age of 65 if they have a disability. This program does not consider income. 

Personal Assistant — The caregiver to the patient or consumer. This is the person receiving wages from the CDPAP program. A consumer may have more than one personal assistance.

Skilled Tasks — These include tasks that an in-home aide is not legally allowed to perform, but a personal assistant in the CDPAP program may. These typically include caring for wounds, insulin injections, and other tasks that would otherwise need to be performed by a registered nurse.
